Actually yes you do need to join citra. As all the main story quest tats somehow magicly come off of your body. Yes you do need to get all 120 relics to get the rest of the the tattoo but joining citra is also required. This is wrong. I got the full tatau right after rescuing Riley, and all I needed was all 120 relics.
